Despite questions and controversy surrounding the United Nations-backed tribunal, the recent trials of Khmer Rouge leaders have launched a robust public debate about the atrocities of the 1970s that analysts deem crucial to Cambodia’s reconciliation.

The Extraordinary Chambers of the Courts of Cambodia (ECCC) on Friday imposed a life sentence on Kaing Guek Eav, better known as Duch, the prison chief who oversaw the deaths of an estimated 15,000 people at Phenom Penh's notorious S-21 prison, the centre of the Khmer Rouge security apparatus, in the late 1970s.

The ultra-Maoist Khmer Rouge, led by Pol Pot who died in 1998, were responsible for the deaths of nearly one quarter of Cambodia's population through starvation, overwork, torture and execution.

Their photos line the walls of the genocide museum, once a notorious prison where Cambodians were tortured and killed by the brutal Khmer Rouge.

They give a face to victims of the atrocities that occurred in Cambodia in the 1970s, but their pictures were taken for a different reason.

The images of the soon-to-be dead were taken so that their families could be identified and also put to death. It was a Khmer Rouge mantra - that to dig up the grass, one must also dig up the roots.

Just over three decades have passed since a quarter of Cambodia's population was wiped out by the Khmer Rouge. Grandparents, adults and children were tortured, starved, or worked so hard, with such little food, that they dropped dead. Even babies were held by their legs, bashed against trees and flung into a mass grave.

Ceremony for new Cambodian school

HA NOI — The General Association of Vietnamese Cambodians (GAVC) on Thursday began a project to build a school for overseas Vietnamese children in Cambodia's Pray Veng Province.

Funded by US$115,000 from Dong Thap People's Committee the building will have an area of 1,530 sq.m which is expected to be completed in four months.

This is the second school for overseas Vietnamese children built in Cambodia, with the other located in the capital Phnom Penh.

About 600 Vietnamese children living in Pray Veng are pursuing Vietnamese language classes in different locations in Cambodia.

The school construction project is part of efforts to help Vietnamese Cambodians maintain their mother tongue, traditions and customs, and to promote solidarity within the Vietnamese community.

Garment workers' unions and human rights groups will hold a People's Tribunal to investigate the state of poverty pay in the Cambodian garment industry.

Following recent mass faintings induced by malnutrition, and strikes pulling more than 200,000 workers to the streets to protest poor conditions and inadequate pay, the tribunal will call evidence from a wide variety of stakeholders from the Cambodian garment industry.

Workers, manufacturers, and multinational brands Adidas and Puma, among others, will give evidence about the state of the industry in front of a panel of expert judges. H&M and Gap were also invited but have refused to attend.

Despite experiencing sustained growth in the sector Cambodia’s minimum wage allowance is 66 USD a month and is currently the lowest of all its neighbouring states. This wage amounts to around half that required to adequately meet the average worker’s basic needs.” said Tola Moeun head of Labour Programs for the Community Legal Education Centre (CLEC).

Cambodia’s former envoy to Brunei fined US$470,000 for embezzlement

The Phnom Penh Municipal Court ordered the former Cambodian Ambassador to Brunei to pay almost US$470,000 in compensation and damages to the Ministry of Foreign Affairs in a civil case, following his conviction in absentia last year for embezzlement of state funds.

Nan Sy, who was Ambassador to Brunei until May last year, was charged with the construction of Cambodian Embassy in Brunei in 2008, The Phnom Penh Post reported.

The Ministry of Foreign Affairs dispersed periodic payments totalling $432,876.65 to Nan Sy to cover the construction costs, however in May last year the ministry received an unpaid bill from the company hired to complete the construction of the building.

Municipal Court Judge Te Sam Ang said that in the civil case against Nan Sy, the former ambassador was ordered to compensate the Ministry of Foreign Affairs for the embezzled funds and to pay an additional 150 million riel ($36,909) in damages.

TYRANNICAL Cambodian leader Pol Pot’s chief executioner will spend the rest of his life in jail after killing a Tyneside backpacker more than 30 years ago.

John Dewhirst, 26, of Jesmond, Newcastle, was sailing with a group of men in 1978 when their yacht was intercepted by Cambodia’s Khmer Rouge regime.

Kaing Guek Eav, known as Duch, was commander of the top secret Tuol Sleng prison – code-named S-21 – at the time. He admitted to overseeing the torture of his prisoners before sending them for execution at the “killing fields”.

More than 100 conservation activists from across four provinces are “worried” about a recent government sub-decree aimed at protecting Prey Lang forest, claiming the measure lacks broad input and will not prevent illegal logging in the area.

The representatives of the Prey Lang network, a group that advocates for the protection of the forest, met earlier this week to discuss a sub-decree establishing the Prey Lang forest as a conservation area.

Network member Seng Sok Heng said yesterday that the group “found some points that we don’t like, such as the fact that the Prey Lang communities were not invited to join discussions of the sub-decree, and some articles are unclear”.

Sam Rainsy Party spokesman Yim Sovann said the SRP considers the events of 1997 a coup led by CPP.
Prime Minister Hun Sen yesterday once again warned his one-time rivals and present party officials not to refer to the bloody factional clashes that took place in Phnom Penh over July 5-6, 1997, and left the Cambodian People’s Party with a stranglehold on power, as a coup.

Speaking to police officials at the Police Academy School in Kandal province’s Kean Svay district, the premier addressed audience members Serey Kosal, Ly Thuch and Keang Vang, who at the time were senior military officials in royalist party Funcinpec.

The three defected to the CPP after the 2008 elections.

Do not accuse me of leading a coup,” said Hun Sen, adding that officials had to be careful of their comments because of the video evidence that CPP troops had taken at the time.
